At a press conference, Lalovic stressed that local action plans for children are part of municipal development plans and strategies that local communities are undertaking in order to improve the conditions in which children and teenagers live and grow.
He explained that a document to define short, medium and long-term policies and priorities for the period 2005–2010 has been composed in line with the National Investment Plan, Poverty Reduction Strategy, the Millennium Declaration and the declaration titled "A World to Fit the Children".
He recalled that local action plans were developed in three pilot municipalities – Kragujevac, Sjenica and Pirot – and are underway in another 14 municipalities.
Speaking about legal regulations and their influence on the position of children in Serbia, Lalovic said that the Law on families and the Law on amendments to the law on financial family support have been adopted.
According to Lalovic, the Bill on child's rights protection is undergoing parliamentary procedure and a platform for pro-natality policy will soon be presented as an attempt to deal with the problem of sub-replacement fertility rate in Serbia.
Speaking about improving the material position of children and families, the Minister recalled that the government increased the fund intended for children's allowances, which in 2003 stood at 6.9 billion dinars, and now amounts to 8.8 billion.
Assistant Minister of Labour, Employment and Social Policy Ljubomir Pejakovic said that the National Investment Plan will provide the funds for opening 100 new facilities for disabled children in as many municipalities in Serbia.
Pejakovic announced that more will be done at local levels next year and that 130 new smaller housing units will be reconstructed.
He added that a project for licensing and accreditation of social care services is underway.
Children's Week that began today under the slogan "My Place in My Town" will last until October 8 and is the most important activity for promoting children's rights in Serbia.
