At a Serbian parliament's special session, at which parliament members discussed a proposal of budget revision for 2006, Dinkic announced the introduction of internal revision and control in the public finance system which would apply to both direct and indirect beneficiaries.
He stressed that for the first time the amendments envisage criminal prosecution in cases of unauthorised spending of budgetary funds, as well as more rigid criminal proceedings and added that the increased control will also apply to the local self-governments. If a local self-government uses up more funds than it is supposed to, transfers from the budget will be temporarily stopped, he explained.
Dinkic announced that long-term budget planning for certain purposes will also be introduced and the programme budget brought into line with the National Investment Plan, however, it will not be allowed to redirect the funds from one to another purpose.
