Following the talks with Regional Policy Commissioner Danuta Hubner, Director for Western Balkans Reinhard Priebe and Budget Director Luis Romero Requena, Labus voiced hope that negotiations on a Stabilisation and Association Agreement with the EU could be completed in nine months, but that that depends on how well Serbia-Montenegro is prepared for negotiations.
Labus said that Serbia will receive funds for structural reforms through the IPA programme for financial assistance to countries in the process of EU accession and through macro financial assistance, which will help Serbia avoid a crisis with the balance of payments.
The IPA programme offers support to all EU membership candidate countries that are in the process of stabilisation and association.

Labus voiced hope that there will be more flexibility in the assignment and connection of the funds from the IPA programme with macro financial assistance so that Serbia-Montenegro could prepare for EU membership in the best way possible.
The Deputy Prime Minister pointed out that the Serbian government is doing its level best to achieve full cooperation with the Hague tribunal and reiterated that the apprehension of General Ratko Mladic is not a precondition for commencement of negotiations with the EU.
