Speaking at the panel The Power of Human Capital, Macut emphasised that information and communication technologies are now Serbia’s top export sector, assessing that the country ranks among the leading states in the field of digital governance.
The Prime Minister also underlined that he does not view the international Specialised Expo 2027, to be held in Belgrade, as a one-off event, but rather as a platform for the comprehensive transformation of the state, the strengthening of institutions and sustained investment in people.
Addressing the panel, which was attended by a large number of officials and leaders from around the world, as well as media representatives, the Prime Minister noted that the contemporary world is in an era in which change is the only constant, while uncertainty is becoming structural, yet at the same time new development opportunities are emerging.
In such an environment, he said, human capital represents a key strategic resource of every state, and the ability to adapt is no longer an advantage, but a basic function of modern governance.
Speaking about cooperation between Serbia and the United Arab Emirates (UAE), he stressed that it is based on vision and a strategic partnership reflected not only in the exchange of experience, but also in strengthening institutional readiness and long-term resilience.
Through the Government Experience Exchange programme, Serbia and the UAE have built a partnership focused on learning, anticipating future challenges and enhancing the capacities of public administration, the Prime Minister added.
Macut paid particular attention to the importance of planning and developing state administration, noting that governments today must be capable of acting under conditions of uncertainty and of preparing society for success in a variety of future circumstances.
