Serbian Prime Minister Vojislav Kostunica told Council of Europe (CoE) Secretary-General Walter Schwimmer at a meeting today that decentralisation in Kosovo-Metohija and a certain level of autonomy for Kosovo Serbs would help protect their human rights, recalling that this idea originated in the CoE itself.

Kostunica pointed to the importance of additional institutional guarantees for Kosovo Serbs and other non-Albanians in order to ensure the freedom of movement and return of displaced people.
Schwimmer expressed concern over recent violence against Kosovo Serbs and added that the CoE insists on the implementation of the European Convention on Human Rights. The CoE also insists on decentralisation, the rebuilding of the demolished cultural heritage, and the protection of the rights of minorities in the province, according to Schwimmer.
Kostunica reiterated that cooperation with the Hague tribunal is Serbia's international obligation that the government will respect. He added that the government will also seek to preserve institutional stability in the country.
