The Law is an umbrella document with which all regional and local spatial plans will have to be harmonised. It will enable a synchronisation of economic and social development with the development of natural, environmental and cultural potential and limitations on the territory of Serbia.
The goal of the Spatial Plan is to enable balanced regional development and improvement of social cohesion, regional competitiveness, accessibility, sustainable utilisation of resources and a higher degree of environmental protection.
The Law defines a series of priorities which the relevant institutions in municipalities, towns, cities and regions will have to realise before 2014 with the aim of a speedier and better development of Serbia.
Special attention was paid to the regional aspect and the decentralisation of Serbia as a precondition of even-balanced regional development, which should be the basic driving force of Serbia’s development.
The Law deals with plans in energy, water and transport infrastructure, electronic and communications equipment, tourism and environmental protection, nature and cultural heritage, as well as a network of urban centres, regional organisations and land use.
Serbia adopted its first spatial plan in 1996 for the period before 2010 and a decision on drafting a new plan was passed by the government in September 2009.
The parliament also adopted amendments to the Law on health care which allow health workers in both state and private practices to work additional hours.
MPs also adopted amendments to the Law on tourism, specifying conditions for doing travel agency business, as well as conditions for obtaining a licence.
MPs voted on the Law on the transport of dangerous goods, which should enable the highest level of security when transporting dangerous goods by road, railway, waterway and air transport.
A Law on meteorological and hydrological activities was also passed.
Also, amendments to the following documents were approved: the Law on the chemicals of biocidal products, the Law on protection against noise in the environment, the Law on strategic influence assessment on the environment, the Nature protection law and the Waste management law.
