Unveiling the bill at the Serbian parliament, Dinkic said that that will also lead to a reduction of costs that will be felt in 2011. He explained that the state administration has 30,642 permanently employed workers and that the planned reduction is around 9%, down to 28,400 workers.
Administrative affairs should be reduced by 25%, all unnecessary procedures abolished and a one-window system introduced wherever possible.
Dinkic said that the average number of employees in local self-government in Serbia is higher than in Europe.
The Minister pointed out that there are municipalities with an excessive number of employees, in which the entire budget goes on salaries.
Dinkic said that the bill stipulates that there are four public servants for each one thousand inhabitants, and stressed that local governments have the right to decide on their own whether they wish to keep their excess employees and pay them from their local budgets.
According to him, it will not be necessary to reduce the administration in 35 cities and municipalities, while there are surplus workers in 110.
He pointed out that in some municipalities administration should be reduced by 10%, in some by 20% or 30%, while eight local governments should reduce their administration by more than 30%.
Also attending the session of Parliament were Minister of Public Administration and Local Self-Government Milan Markovic and Education Minister Zarko Obradovic.
The Serbian parliament is today discussing the bills on the maximum number of employees in the state and local government and the amendments to the Law on civil servants.
