Labus explained that such an approach is a temporary procedure that should be completed by 2007, when Serbia-Montenegro should apply for EU membership. By that time, it will definitely be clear whether the state union is functional or not.
According to Labus, 2007 is the final deadline for submitting the application for admittance of the union by 2012.
Cooperation with the Hague tribunal and political stability are conditions for a positive feasibility study, Labus said, pointing out that the Serbian government accepted the "two-track lane" pattern proposed by the EU, because that is the only way to continue the accession process.
The Deputy Prime Minister told Solana and Patten that the proper state bodies have established the facts concerning the export of sugar and that they will send a report to the EU by middle October. That is a condition for concluding a textile agreement.
After the textile agreement is signed, the EU will increase quotas, allowing for larger export of domestic textile, Labus explained. He said that the issue of the oil pipeline connecting Constanca-Pancevo-Omisalj-Triesta was also discussed, for which Serbia needs EU support.
Labus added that non-tariff protection of agricultural products was also discussed, and highlighted that great progress has been made in Belgrade-Brussels negotiations.
