The twinning project done by representatives of the Serbian government, EU and German Federal Ministry of Transport envisions changes in the area of road traffic, law on water and air traffic, law on transportation of hazardous materials as well as amendments to the Law on railways.
Twinning project advisor Gabriela Fritz said that harmonisation of these laws has been recommended as a priority and that laws on cable railway and safety of railway traffic should be adopted by the end of 2009.
State Secretary at the Serbian Ministry of Infrastructure Mihajlo Markovic, who is also project manager, said that the Bill on safety in road traffic and amendments to the Law on safety in rail traffic should be on parliament’s agenda by the end of the year.
Markovic added that the deadlines for harmonising the laws will be moved by three to five months whereas the area of waterways will be regulated in a special law.
Head of the European Commission Delegation in Serbia Josep Lloveras said that the twinning project is a good basis for a solid reform of Serbian laws in the area of transport and stressed that it should be included in the action plan for harmonisation of Serbian laws with EU regulations.
He noted that the European Commission is firmly dedicated to offering support to the transport sector in Serbia not only in terms of harmonisation of legislation but also in terms of infrastructure.
Head of Operations in the European Agency for Reconstruction (EAR) Christos Gofas recalled that the EU in the past seven years financed through EAR transport projects in Serbia worth nearly €100 million.
Gofas said that the assistance included reconstruction of the Sloboda bridge in Novi Sad, construction of border crossings as well as technical assistance.
The presentation of the twinning project was also attended by Tillman Buchholz of the German Federal Ministry of Transport and infrastructure advisor to the Serbian Deputy Prime Minister Milica Zatezalo.
Within the Stabilisation and Association Agreement (SAA), it is very important to harmonise the issues of transport with EU legislation.
The project on harmonisation of Serbian transport-related laws with acquis communautaire will engage experts from Serbia, Germany and Austria.
