Following the opening of the section of the Kruscica-Bela Crkva road, Ilic said that it will not be possible to make this document public if the concessioners are not willing to do so, and could ask for damages to be paid if it is made public without their consent.
The Spanish partners are already working on the project and preparing documentation, said Ilic and added that certain advance sums have already been paid, although, according to the contract, works should begin by the end of the year.
The legal part of the concession contract will certainly be displayed, but the financial part cannot be made public without consent by concessioners, explained the Minister.
Ilic said that the publication of the said document does not depend on the Serbian government alone since there are two parties to the contract, and added that financial advisors in London could take the position that they have copyrights to the contract and it cannot be published, since they have a right to protect their model of concessions.
He recalled that the government has still not demanded that the contract be displayed on the site rather it was a suggestion forwarded by certain ministers. He added that legislative bodies gave their opinion on the matter, but concessioners must also be consulted whose written consent is necessary for publishing the document.
According to Ilic, all ministers in the Serbian government, as well as the Deputy Prime Minister have examined the concession contract, a copy of which exists in the government’s archives.
