Speaking at a roundtable on the draft law held at Sava Center, Tadic said that by regulating the civil and non-governmental sector according to European principles, Serbia will get closer to standards which are a precondition for EU accession.
Tadic said that Serbia's strategic goal is not to become an EU member for formal reasons, but for essential ones, because Serbian society has to be like European societies. He said that the proposed draft law creates the widest framework for the freedom of association of citizens.
The state will have the right to limit that freedom only in certain situations, like in case of violent association with the aim of attacking the constitutional order, violation of the country's territorial integrity or the spread of religious and racial hatred.
Serbian Minister for Public Administration and Local Self-Government Milan Markovic said that public debate on this draft law will last during August as well, in order to obtain an appropriate legal framework for development of the non-governmental sector.
Serbian parliament Speaker Oliver Dulic said that the financing of the non-governmental sector should also be regulated by law, in order to prevent NGOs to become branch offices for large capital and business.
The draft law on associations which entered the public debate has been made jointly by the Ministry for Public Administration and Local Self-Government, the OSCE and NGO sector.
