Markovic said that the European Charter of Local Self-Government established the minimum of standards in local self-government that are already applied in Serbia which will be further developed through legislation.
The minister accepted comments of deputies on the necessity of changing the legislation and noted that the new regulations should provide stability of local governments without increasing the surveillance by central authorities.
According to him, 90% of regulations will reflect the joint position of parliament and line ministry.
The European Charter of Local Self-Government is based on the principle that local authority is one of the basic foundations of every democratic system and that citizens can best execute their rights at local level.
With the accession to the Council of Europe, Serbia committed itself to signing and ratifying the European Charter of Local Self-Government within two years.
