Speaking at the Fourth Serbia-Montenegro Summit entitled "Guidance to the Enlarged European Union", Lalovic said that a comprehensive programme is need for the resolution of the problem of redundant workers, because otherwise it can create an atmosphere that reforms are aimed against Serbia's citizens. He said that the major blow is yet to take place, when the great public systems will be restructured and leave behind a large number of surplus manpower.
Due to lack of funds in the transition fund, the Minister said that 19,000 redundant workers will be included in the social welfare programmes this year. He recalled that 52,000 participated in social welfare programmes in 2002, and 39,000 in 2003.
Lalovic said that a new national strategy will be completed in two weeks, which envisages opening of alternative jobs for those who will be laid-off instead of granting severance pay. To that end, the National Employment Service, whose 90 percent of funds are now used for measures such as severance pay, will be reformed and will become a service of citizens, the minister said.
The Ministry of Labour will try to move the large number of people who work on the black market into the so-called "white zone" by introducing incentives, amending the Labour Law and drastically increasing fines, the minister said.
