The Plan is a good starting point for negotiations, and the EU's main goal is to implement the policy of standards before establishing the province's status, said Patten. The EU Commissioner said that he deeply sympathises with Serbs in Kosovo-Metohija who suffered violence, adding that EU's message to Pristina is to begin with the reconstruction and repair of Serb houses.
Kostunica said that the Serbian government is strongly committed to the building of institutions, pointing out that the institutions of the state union were completed with the recent constitution of the Court of Serbia-Montenegro. He added that the Serbian parliament passed 17 laws in two months, nine of which are in the field of legislation. After the election of the president of Serbia, the process of creating democratically-elected institutions will be completed.
The Serbian government is doing its level best to solve problems on its path towards the European Union, said Kostunica, stressing that Serbia-Montenegro essentially belongs to Europe and that it needs formal recognition of that through the full membership in the European institutions.
Patten said that Serbia-Montenegro's accession to the EU is of strategic importance for the state union, and that the partnership with Europe should assist in the preparations for the accession.
The European Commissioner said that the cooperation with the Hague tribunal is an important precondition for the country's accession to the EU.
