At a working breakfast, organised by the Serbian EU Integration Office and the Conrad Adenauer Foundation, Miscevic said that the state union of Serbia-Montenegro will have three negotiating teams conducting talks with the EU – one representing the state union, and two teams representing member states.
She pointed out that Serbia-Montenegro will sign one Stabilisation and Association Agreement with the EU, but it will have two annexes concerning Serbia and Montenegro individually.
The state union team will negotiate political issues such as minority status and visa regime, while the member states’ teams will negotiate harmonisation of legislation, especially in the free trade sector, Miscevic said.
According to Miscevic, the formal beginning of negotiations will be marked by European Enlargement Commissioner Olli Rehn’s arrival in Belgrade on October 10, while the actual negotiations will start in late October or early November.
The Director of the Serbian EU Integration Office said that the two sides will first agree on a calendar of negotiations and issues to be discussed, adding that Serbia is ready for rapid negotiations. She also recalled that the greatest part of the agreement concerns liberalisation of customs duties on industrial and agricultural products.
Miscevic said that the member states are ready to protect their economies against too soon an abolition of import customs duties, adding that Serbian and Montenegrin colleagues cooperate well in the process of preparing negotiations with the EU.
