A stable security situation calls for building democratic institutions, said Jocic, adding that organised crime can not flourish in a country with strong institutions.
With Serbia-Montenegro facing potential terrorism and organised crime threats from Kosovo-Metohija and Bosnia-Herzegovina, the country must make every effort to improve police intelligence activities, as well as preventive, operational and regular activities of police, which it must bring up to European standards.
Serbia-Montenegro must cooperate with neighbouring countries in order to step up the fight against possible threats of terrorism and organised crime in the region, the Minister noted.
According to him, Serbia was faced with a combination of terrorism and organised crime which culminated in the assassination of prime minister Zoran Djindjic on March 12, 2003.
The tragic event made Serbian citizens and authorities face the fact that the country has not cut the close ties among politics, organised crime and terrorism, which it inherited from the previous period, said Jocic. The main players just changed sides after October 5, 2000, moving from one regime to another.
The Minister said he hopes that South Eastern Europe will become a region of peace and stability, and avoid mega terrorism, which he described as a low-intensity war.
