According to a statement by the Office of the Minister without portfolio responsible for European integration, after the successfully implemented preparation of the IPA programme for 2014, the European Commission approved €187.1 million to Serbia in December 2014.
In June 2015, financial agreements for funds totalling €102.3 million were signed, while the financial agreement signed today allows for the use of the remaining €84.8 million.
These funds are intended for the realisation of projects in the fields of reform of public administration, competitiveness, energy, internal affairs, employment and other sectors.
In addition, this programme will finance the promotion of youth employment, innovative small and medium-sized enterprises with grants, the reduction of hazardous emissions in the A4 block of the “Nikola Tesla” thermal power plant, the boosting of border control, including the modernisation of the Kotroman border crossing.
The funds are also intended to support and improve the management of the assets of local governments, the reconstruction of children's playgrounds, the reconstruction of three administrative crossings Jarinje, Konculj and Mucibabe, and to support the harmonisation of local regulations with EU legislation in various fields.
Most of the funds approved by this financial agreement, in the amount of €65.6 million, will be implemented after the model of indirect management, which means that national institutions will carry out programmes, while the Ministry of Finance will be responsible for procurement, contracting and financial management.
Also, bearing in mind the progress in resolving the question of capacity of the Office for Audit of EU funds, the suspension of requests for payment of funds for pre-financing of IPA programme for 2013 was revoked in June this year, and the European Commission approved the first payment in the amount of almost €21 million, reads the statement.
