Opening a conference on development of business incubators in Serbia, Pavlovic said that the development of the SMEs sector would lead to dynamic economic growth and development.
In that process, it is important to use new development instruments - clusters, business incubators, industrial zones and science parks. He explained that business incubators are enterprises created to make the conditions needed to encourage people to start their own businesses. Business incubators should also help new enterprises get on their feet and encourage stable growth and development.
Pavlovic said that 85 percent of firms in business incubators successfully complete the initial stage and added that 30 incubators were opened in Hungary, 13 in Slovenia, 56 in Poland and 24 in the Czech Republic.
He said that the government can only partially create stimulative business conditions, while the other part of the responsibility lies on the local and regional level.
There are nearly 900 business incubators operating in the EU and they provide for 30,000 new regular jobs and a further 10,000 contractual jobs, with the expense of around €4,500 per work place.
The seminar has been organised by the Serbian Ministry of Economy, the Serbian Chamber of Commerce, the Norwegian Foundation for Industrial and Technical Research (SINTEF) and the United Nations Economic Commission for Europe (UNECE).
