Draskovic insisted on two stands – first, that democratic standards concerning the guaranteed rights for Kosovo Serbs and other non-Albanians must be implemented and second, that the UN Charter and Resolution 1244 must be respected in any talks relating to the status of Kosovo-Metohija.
Draskovic also said that more than 200,000 displaced Serbs will return to Kosovo-Metohija when their homes and churches are rebuilt, when their lives are not in jeopardy, when they get the freedom of movement, and when they are not treated like second-rate citizens, and he noted that talks about the future status should be talks to find a solution that would be in the interest of both ethnic-Albanians and Serbs, as well as the entire region.
According to him, Annan stressed that the policy of the implementation of democratic standards has no alternative and that talks on the status of Kosovo-Metohija, which are due to begin in mid-2005, will be focused on the achievement of democratic standards, protection for Kosovo Serbs and other non-Albanians, and decentralisation of power.
Draskovic said that the UN Secretary General expressed the hope that an international donor conference in May this year, initiated by UNESCO, will ensure initial funding for the quick rebuilding of Orthodox churches and monasteries in Kosovo-Metohija and that some current disagreements with the Serbian Orthodox Church will be surmounted.
