Speaking at a public debate and presentation of a draft strategy for improving public procurement in Serbia, held at the Serbian Chamber of Commerce, Djelic stressed that one of the new features will be centralised public procurement, which will create possibilities to save up to €300 million a year.
The government wants to give a chance to those who produce and do business and to pinpoint the problem in previous public procurement – whether it was too much paperwork or a disbalance between what is demanded and what is delivered.
He said that Slovenia introduced a system of centralised procurement, which means that several smaller customers of the same goods join their purchase and thus the country achieved savings of 1% of GDP.
Djelic added that the estimates show that more than 10% of GDP are set aside every year for public procurement in Serbia and explained that if a country’s GDP is approximately €30 billion, the funds earmarked for public procurement are more than €3 billion.
The Deputy Prime Minister recalled that public procurement represents a classic purchase made by the state and with which the needs of a nation are showed, noting that they are also a kind of opportunity for the domestic economy.
An increased efficiency and reduced risk of corruption are also the goal of the announced changes, he said and noted that a good strategy, law and clearly defined role of institutions in this process are a precondition of its good implementation.
