Serbian parliament deputies today began a discussion on the Bill on the election of deputies to the Serbia-Montenegrin parliament, which calls for direct elections to be held in February 2005.
Serbian Minister of Public Administration and Local Self-Government Zoran Loncar said that the election bill describes Serbia as a single election unit, envisages a proportional system of voting and a five percent election threshold, as well as a threshold rule exception for the election of national minority deputies.
According to Loncar, the adoption of this Bill is a state issue and there should be no disputes over its adoption.
Loncar said that by this law, Serbia establishes a legal framework for unimpeded functioning of the state union. He added that the European Union and the Council of Europe fully support the adoption of this bill and stressed that the holding of direct elections is necessary for the formation of a legitimate parliament of the state union.
