According to the results of this report prepared by the EU Integration Office, the NPI was fulfilled 81% in the last quarter of 2010, taking into account the tasks fulfilled ahead of time as well as those that were overdue.
Of 117 regulations that were to be adopted in this quarter 95 were actually adopted, with the Serbian parliament adopting 12 laws envisaged by the NIP in this reporting period.
In addition to regulations planned for adoption in this quarter, the government also fulfilled 33 tasks that were left over from previous quarters, while three tasks were realised in advance.
Nine bills for adoption in the Serbian parliament were prepared.
These are the Bill on amendments to Law on voluntary pension funds and pension plans, the Bill on amendments to the Law on salaries in state bodies and public services, the Bill on sport, the Bill on amendments to the Law on investment funds, the Bill on control of objects of precious metals, the Bill on amendments to the Law on financial leasing, the Bill on enterprises, the Bill on prohibition of the development, production and stockpiling of bacteriological (biological) and toxin weapons and on their destruction and the Bill on capital market.
With respect to by-laws, of the planned 16 regulations that are adopted at this level (decrees, decisions, strategies, and conclusions) the government adopted six or 38%, while the ministries adopted 47, or 55% of the planned 85 by-laws (rule books and orders).
The most successful institutions were the Ministry of Agriculture, Forestry and Water Management, Ministry of Environment and Spatial Planning, Ministry of Labour and Social Policy, Ministry of Finance, Ministry of Economy and Regional Development and the Chemicals Agency.
The ministries and special organisations that had the largest number of tasks (planned, overdue or executed ahead of time) were the Ministry of Finance, Ministry of Environment and Spatial Planning, Ministry of Agriculture, Forestry and Water Management and the Ministry of Economy and Regional Development.
The National program as a whole, taking into account the regulations planned for adoption in the period from July 2008 to September 2010, was fulfilled 74% because of the planned 742 regulations 549 were adopted.
191 laws were planned for adoption, but 155 were adopted or 81%. Of the planned 551 by-laws, 394 were adopted or 72%.
