Ombudsman for Kosovo-Metohija Marek Nowicki said that the Council of Europe is discussing possibilities of establishing an international court for human rights in Kosovo. A request will be forwarded to the Council of Europe's Parliamentary Assembly in January.

Saying that Kosovo-Metohija is a "black hole" on the map of human rights in Europe, Nowicki told a regional TV station Most from Zvecane that citizens of the province do not have the right to appeal to the International Court of Justice in Strasbourg.
"Legal chaos and anarchy rule in Kosovo and there are no conditions for the return of displaced, because there is no safety and economic preconditions for normal life of returnees", Nowicki said and added that "seventy percent of land in Kosovo is not available to its owners".
Nowicki recalled that former UNMIK chief Harri Holkeri signed an agreement on direct implementation of convention on minority protection and prevention of torture and other degrading treatment, and that UNMIK representatives are obliged to submit a report on human rights practices in the province to the Committee of Independent Experts in Strasbourg within six months from the signing of the convention.
