Deputy Prime Minister and Minister of Economy and Regional Development Mladjan Dinkic said on the occasion at the main parliament building that local economic development depends on cities and municipalities, while the government’s task is to provide infrastructure and roads.
Dinkic noted that all five towns and municipalities that received the certificates are located on Corridor 10, adding that municipalities that have less red tape and issue permits quicker will attract more investors.
The fact that the Bujanovac municipality received the certificate shows that even the poorest municipalities can improve their business environment.
Minister of Public Administration and Local Self-Government Milan Markovic explained that these certificates are proof that the awarded local self-governments reached the standards of efficiency and simplicity necessary to attract investors.
Head of the Economic and European Integration Sector in the EU Delegation in Serbia Alberto Cammarata emphasised that in EU member and candidate states, European integration does not happen at a state level, but at a local one.
The majority of European regulations are applied by local authorities which is why they must be efficient, he outlined and added that the EU has donated €200 million so far as support to Serbia’s local authorities.
US Ambassador to Serbia Mary Warlick pointed out that it is very important that local authorities are able to provide information to investors promptly and highlighted that the municipalities that received the certificates are ready for investment.
The project of awarding certificates of favourable business environment is being realised in cooperation with the Ministry of Economy and Regional Development, the Ministry of Public Administration and Local Self-Government and the US Agency for International Development (USAID).
The presentation of awards to mayors and municipality presidents was attended, among others, by the ambassadors of Canada and Austria.
The local self-governments that wish to obtain this certificate must meet 12 conditions, including those on quality of services, information, infrastructure, utility services and environment, and must have organisational capacities and strategic plans.
Kragujevac, Loznica and Indjija were awarded this certificate last year.
