The governments of Serbia and Montenegro are not authorised to discuss the separation of the two republics, said Srdjan Djuric, the head of the Serbian government’s Office of Media Relations, adding that the Serbian government will not violate the Constitution or exceed its powers.

According to Djuric, the Serbian government has not received any initiative from the Montenegrin government. Noting that it is media speculation that the two governments are allowed to discuss separation, Djuric told the Beta news agency that the Constitutional Charter does not empower the two governments to discuss break-up.
The constitutions of Serbia and Montenegro neither allow the two governments to raise such an issue, Djuric added.
Podgorica daily Vijesti cited sources from the ruling Democratic Party of Socialists as saying that the Montenegrin government will formally invite Serbian authorities to discuss the relations between the two republics in September.
