The project is to increase the capacity of relevant ministries and local institutions to improve the provision, efficiency, equity and quality of health, educational and social protection services at local level, in a decentralised way.
The first component worth $7 million is for improving efficiency, equity and quality of local health, educational and social protection services.
The second $12.2 million component will support vulnerable and excluded groups, persons with special needs, the Roma population, internally displaced persons and refugees.
This component will also support and establish institutions to protect human rights, while the third component of the project will finance the work of relevant ministries with $7.4 million in order to enable them to carry out tasks according to the new Law on local self-government.
The fourth and most costly component of the project worth $16.5 million will finance training and provide equipment for schools, primary health establishments, social work centres and local organs in order to tailor them to the needs of the people.
The project was developed in cooperation with the ministries of education, health and labour and social policy, who are to implement it with the support of the ministries of public administration and local self-government.
