A statement by the Ministry of Public Administration and Local Self-Government says that considering the fact that in November the European Commission will complete its annual report in which the entire progress made in Serbia will be analysed and then sent to Brussels. Lloveras was most interested in finding out how far reforms have reached in public administration, election of a citizens’ ombudsman, law on associations, as well as the election system.
Markovic explained that the bill on associations has been withdrawn from procedure, and work is being done on several formal and essential amendments regarding which all those who participated in the drafting of the bill will be informed.
He said that he expects the bill will be directed to parliament within 15 days, and added that its adoption is expected by the end of September.
The Minister informed Lloveras that the election of an ombudsman is expected in July, and reiterated that he stands behind reform of public administration and further decentralisation, in which the basic precondition is to strengthen capacities of local self-governments.
Speaking about the election system on the local level, Markovic said that the issue is still under discussion since the Ministry of Public Administration and Local Self-Government wants to avoid all inadequacies which were observed during the previous period.
Lloveras said following talks with Markovic that he expects he will be able to give a positive assessment in the report which will be submitted to the European Commission, and praised the sector for international cooperation at the Ministry, which works for EU integration.
