The council was set up on October 29, 2003 in Belgrade, when it formed five working groups for banking and finance, energy, transport, utility services, and tourism.
Serbian Minister of International Economic Relations Predrag Bubalo and Montenegrin Minister of International Economic Relations and European Integrations Gordana Djurovic have been appointed as Serbia-Montenegrin co-chairmen in the council. Germany delegated Parliamentary State Secretary Ditmar Staffelt as its member in the council.
Following the session, Bubalo, Djurovic, Staffelt and German Ambassador to Belgrade Kurt Leonberger addressed the press.
