Opening the First conference of penal institutions of countries of southeastern Europe, Stojkovic said that crime is a problem of entire Europe, and especially of the Balkan region. He added that exchange of experience at meetings like this one could improve fight against crime.
Head of the OSCE Mission to Serbia-Montenegro Maurizio Massari welcomed the Serbian government's initiative to organise the conference. He explained that the reform of prison institutions must include three very important elements.
First, it is necessary to adopt European standards, ie. "reconcile efficient fight against organised crime and the respect for basic human rights of prisoners".
Massari said that the second element is to allow free access to international and domestic non-governmental organisations to detention centers, so that the monitors could establish if human rights of detainees are violated.
"Regional cooperation is a very important segment of the reform of penal institutions. It should help countries of southeastern Europe to create different values and ideas for that reform," said Massari.
