In his letters to representatives of these institutions, Markovic said that the several year long efforts of experts have culminated in full consensus of Serbian parliament.
Markovic recalled that at a session of the advanced standing dialogue held on July 26 he announced the adoption of the new constitution and said he is pleased that it was unanimously adopted.
Along with the invitation to citizens to vote at the referendum, stated on behalf of the Serbian President and Prime Minister, this fact represents a confirmation of Serbia's firm resolution to conclude the process of establishing its full statehood, said Markovic.
He stressed that by answering the question that says "Do you confirm the new Constitution of the Republic of Serbia?", the citizens will finally be able to fulfil the extremely strenuous conditions for constitutional change as envisaged by the current 1991 Constitution.
According to Markovic, the confirmation of the new constitution will create democratic and legal bases for full constitutional reform since the new constitution envisages a much easier procedure for the alteration and amendment of all provisions, apart from the ones that guarantee the standards of achieved rights.
Markovic explained that an optimal deadline has been set for the referendum campaign, bearing in mind the need to let citizens get acquainted with the text of the Constitution in their own languages, the need to confirm the Constitution since it is an act that preserves the rights achieved in the past and provides legal security and protection of individual and collective rights of all citizens in future.
