The Serbian Privatisation Agency stated today that the public opening of financial offers was carried out today, as part of the second stage of the restrictive procedure of public procurement for a privatisation adviser in the telecommunications sector.
The Public Purchase Commission stated that the joint offer of the consortium comprising Boston Consulting Group Ltd, CES Mecon and Lazard was declared invalid since the text of the contract on public purchase differed from the one demanded by the ordering party.
This decision was also confirmed by the Serbian Commission for the Protection of Tenderers' Rights with a decision number 4-00-84/06, made on March 7. Therefore, the stated offer was disregarded without further consideration.
The Public Purchase Commission declared valid the bids of the consortium Detecon International and Goldman Sachs International and consortium McKinsey & Company and WestLB AG, since they fulfill the minimum technical requirements.
After that, the bids were publicly opened.
The Public Purchase Commission announced that once the offers are assessed in line with the required criteria, it will compose a report and forward it to the Serbian government for adoption. The government will make the final decision and all bidders will be notified in line with the Law on public purchase.
