Serbia-Montenegrin President Svetozar Marovic said that signing the agreement creates conditions for amending the Constitutional Charter, therefore solving the issue of legitimacy of the state union’s parliament and creating conditions for it to work in a functional and efficient manner.
Marovic said that signing this agreement confirms Serbia-Montenegro’s commitment to European goals, noting that another step towards European integration has been made today and that a positive feasibility study is expected in the days to come.
Marovic expressed gratitude to all those who contributed to the signing of the agreement, including the EU High Representative for the Common Foreign and Security Policy and his associates. Marovic also voiced hope that agreements will be reached in the future as well, thus further demonstrating that there is a democratic and European spirit of understanding in Serbia-Montenegro.
Javier Solana stressed that numerous difficulties needed to be overcome so that Serbia-Montenegro could move forth on its path to the EU. He said that a successful agreement has been reached today and expressed hope that it is not for the last time.
He said that cooperation with the Hague tribunal has been very successful and that he hopes it will continue as the international community and the EU are attaching great importance to this issue.
Solana said he hopes that today’s agreement is just a first step to Serbia-Montenegro’s EU integration, which will result in a positive feasibility study, and consequently launch EU stabilisation and association talks.
