Minister of Environment, Mining and Spatial Planning Oliver Dulic stated that the new decree on the conversion of the right to land usage into property right should be presented on 1 June and adopted around the middle of the month.
Dulic said that the third version of the decree was required because at this moment neither tax administration nor local self-governments were able to implement the conversion speedily, which is why responsibility will be transferred to court assessors, with the control of state organs.
He explained there are two conversion models in the decree. The first implies land value assessment by authorised court assessors, and not the tax administration, after which the local self-government estimates the costs of procuring the right to usage.
The second model envisages that local self-governments divide municipal land into zones and determine the initial land value, Dulic noted.
