Explaining the amendments to members of the Serbian Parliament, Markovic said that the reasons also arose from the need to create conditions that will allow for better coordinated work of the government and harmonised presentation of its policies and positions in the public.
Speaking about the Bill on the ministries, Markovic explained that its goal is to enable a more efficient work of the government, more rational and functional organisation of public administration bodies, as well as effective and economical work and efficient implementation of jurisdictions of the ministries, administrative bodies within their composition and special organisations.
It is therefore proposed that organs of public administration be reorganised in order to create a basis for more efficient decision making and better implementation of these decisions in the executive authority, Markovic observed.
A better, more rational and more cost-effective organisation will thus be created in the organs of executive authority, and public expenses for its work would be reduced, he added.
The Bill on ministries envisages a downsizing in the number of ministries by seven, from the current 24, he specified.
When compared with other laws on ministries, this Bill envisages fewer ministries and organisations than ever before, since World War Two, Markovic underlined, adding that the only exception is the government in 2004 which also had 17 ministries, but more special organisations.
The Bill on ministries envisages 17 ministries in the Serbian government.
These are: Ministry of Foreign Affairs, Ministry of Defence, Ministry of the Interior, Ministry of Finance, Ministry of Justice, Ministry of Agriculture, Trade, Forestry and Water Management, Ministry of Economy and Regional Development, Ministry of Infrastructure and Energy, Ministry of Public Administration, Local Self-Government and Human and Minority Rights, Ministry of Education and Science, Ministry of Youth and Sport, Ministry of Health, Ministry of Labour and Social Policy, Ministry of Environment, Mining and Spatial Planning, Ministry of Culture, Media and Information Society, Ministry for Kosovo-Metohija and Ministry of Religion and the Diaspora.
