“Today, there is a part of Europe, a part of the Balkans, a part of Serbia-Montenegro with no security or the right to security for an entire nation. That region is Kosovo,” Draskovic said at an OSCE ministerial meeting.
He said that Serbs in Kosovo-Metohija are deprived of basic human rights – the rights to a safe life, property security, freedom of movement, and religion.
Addressing the foreign ministers of 55 member-countries, Draskovic recalled that over 250,000 Serbs have been expelled from Kosovo-Metohija since 1999, that 40,000 Serb homes and 150 churches and monasteries have been destroyed, and that more than 2,500 Serbs, including many children, have been killed.
Draskovic proposed the “Three-E” approach to Kosovo-Metohija, which calls for a European level protection of Serbs and other non-Albanians, a European model for decentralisation with the highest possible level of local autonomy and affirmative action, and a European quality of borders.
Draskovic said that the border between Serbia-Montenegro and Albania must not be changed but he called for a European quality of that border, which he said must be “fully open and invisible”.
“That’s a Kosovo we are in favour of – Kosovo as a European region within a European Serbia-Montenegro. Kosovo as a European bridge rather than a place where human rights are violated,” said Draskovic.
