Appearing in the morning news on Radio Television Serbia, Ivanovic said that the stability of Europe and this part of the Balkans depends to a great extent on whether this dialogue will begin, adding that there is need for it and it is therefore important to establish the form in which it will take place.
He underscored that UN Security Council Resolution 1244 is very important for Serbia as it provides a neutral political framework and does not forecast a final solution, adding that the initial topic for discussion should be a non-controversial one which will not bring the two sides into conflict at the very beginning.
The State Secretary declared that it is quite certain that there will be differing stances over key issues, but noted that there are no obstacles and that the first item on the agenda should be a humanitarian issue such as that of missing and kidnapped persons.
Ivanovic observed that the adoption of Serbia and the EU’s joint resolution regarding the advisory opinion of the International Court of Justice by the UN is a positive matter and has helped to improve Belgrade’s negotiating position.
Serbia now directly cooperates with the EU over this unresolved issue which is painful for both Serbia and the EU, because the EU realises that the Western Balkans issue has not yet been resolved. Because of this, this region might become destabilised, affecting in turn the stability of the whole of Europe, Ivanovic concluded.
