At the Serbian Parliament, elaborating on a bill affirming an agreement for founding the RESPA, Markovic noted that the EU endorses the establishment of this school, recalling that the idea was first launched in 2006.
That year a protocol on establishing the school was signed and the agreement for setting up this international organisation was signed by Albania, Bosnia-Herzegovina, Croatia, Macedonia, Montenegro and Serbia around the end of 2008.
The Minister said that RESPA headquarters will be in Danilovgrad, explaining that the agreement for establishing the school will be enforced as soon as it is ratified by at least five signatory countries.
The aim of RESPA is to boost cooperation between public administration services in the region, increase exchange with EU members and the European economic area, as well as to improve the administrative capacity of public administration for RESPA members in order to meet the requirements of the EU integration process, Markovic explained.
This refers to the development of human resources in the public administration of RESPA members, in line with the principles of the European administrative zone.
The Minister underlined that RESPA’s significance cannot be viewed from the standpoint of training alone, but in the wider context of Serbia’s EU accession, stressing that the development of this organisation is in line with Serbia’s policy on public administration reform.
