The government adopted a Bill on court experts, a Bill on electronic communications, a Bill affirming the agreement between Serbia and Austria on avoiding double taxation on income and property and a Bill affirming the agreement between Serbia and the United States on scientific and technical cooperation.
It also passed a Bill affirming the agreement on cooperation in health between Serbia and Kuwait, a Bill affirming the agreement between Serbia and France on youth mobility, a Bill affirming the agreement between Serbia and Montenegro on exchanging documentation and a Bill affirming the agreement on establishing a regional school for public administration.
At today’s session the government decided to remove the secrecy label from all documents related to the agreement on the right to use the ImageSat International NV satellite, the property of Israel.
The government formed a committee tasked with determining the facts and proposing measures regarding the right to use the satellite. The committee head will be government Secretary General Tamara Stojcevic, while the Ministry of Defence, the Ministry of Justice and the Public Prosecution will appoint two committee members each.
In order to equally distribute the burden of fiscal consolidation in the period 2011–2012 to all beneficiaries of public funds, the government decided that pensions and salaries in the public sector should be indexed in April 2011 and April 2012, with regard to the increase in consumer prices in the previous six months, plus a half of the GDP growth rate in the precious year. Additionally, pensions and salaries in the public sector should be indexed in October 2011 with regard to the increase in consumer prices in the previous six months.
Such a formula for adjusting salaries and pensions will be contained in the Draft law on fiscal responsibility and the Bill on amendments to the Law on pension and disability insurance.
The government decided that the Directorate for management of confiscated property shall pay RSD 3 million to the municipality of Trgoviste for the clear-up of the consequences of the floods.
In addition, the government ceded to Leskovac, Zajecar, Trgoviste, Aleksinac and Gadzin Han the facilities confiscated by the Tax Administration and customs in the process of forced payment. The objects confiscated in the process of field control, estimated at RSD 3.8 million, will be ceded to the Centre for the Accommodation of Adults in Veliki Popovac, the Centre for Mentally Challenged Children and Persons in Stamnica and the Centre for Social Work in Zabari.
A decision to establish a public company for the development and improvement of information through electronic media in the Serbian language in the Autonomous Province of Kosovo-Metohija was also adopted.
The government formed a working group for the preparation of measures for mitigating the negative effects of the world economic crisis on the construction industry in Serbia.
Also, the government passed a decision that citizens of the EU, Switzerland, Norway and Iceland will be allowed to enter Serbia with their IDs only.
A proposed decision on the participation of Serbian army members in multinational operations in 2010 was adopted.
