Loncar presented the project “Creating a Database of Towns and Municipalities in Serbia,” organised by the Standing Conference of Towns and Municipalities. He said that the aim of this project is to introduce information technologies to municipalities so that the citizens could get better service.
He said that the modernisation process includes three development phases: establishing the current state, integration and modernisation, and introduction of the electronic system of management. He announced the passing of a national development strategy for an IT society, which will be the continuation of the public administration reform strategy and which will define the forms of exchanging data “on the vertical and horizontal level”.
The Minister said that the process of modernisation needs to be well conceived, coordinated and carried out by the plan so as to achieve maximum results. He stressed that decentralisation of powers is a precondition of a democratic society, adding that local administration modernisation is one of the Serbian government’s main objectives until 2008.

www.skgo.org) includes important information on municipalities in Serbia, adopted and proposed legislation, international regulations relevant for local administration units, as well as data on experts and institutions in charge of water management, waste waters treatment, and solid waste management.
The project is being realised in cooperation with partner organisation the United Cities of France, and with the financial assistance from the French Ministry of Foreign Affairs and the Open Society Institute.
The aim of the project is to enable successful promotion of cities and municipalities for potential donors and investors, and to help local authorities and services have easier access to data that can facilitate their work and improve communication among municipalities.
