The Bill on the maximum number of local administration employees determines the maximum number of employees in local self-government units, including city municipal bodies, institutions financed by the state budget, with the exception of educational, health and pre-school institutions. The Bill applies also to companies and other forms of organisations which have been established solely by local self-governments and which are funded from the budget.
The Bill envisages that the total maximum number of contract employees in local administration cannot be bigger than 4 employees per 1000 population, and that local self-government bodies are to decide whether to reduce the number of employees to the maximum allowed or to finance their salaries from their own funds.
The Bill on amendments to the Law on civil servants was also adopted. The proposed amendments concern the procedure of selection for executive posts, the mechanisms for monitoring and assessing performance, measures to encourage civil servants to acquire additional qualifications and procedures on disciplining of civil servants.
These amendments do not violate the three main principles of the civil servant system: professionalisation, depolitisation and career ascension system.
The government also adopted the Bill on confirming a guarantee agreement between Serbia and the European Investment Bank concerning the improvement of electrical networks by public company Eletromreza Srbije.
The government adopted the Bill on confirming the Agreement between Serbia and Switzerland on readmission of persons illegally residing in that country.
The government also adopted the Bill on confirming the agreement between Serbia and Switzerland on police cooperation in the fight against crime, the Bill on confirming the agreement between Serbia and Montenegro and the USA on the status of the International School in Belgrade, the Bill on confirming the agreement on foundation of the European organisation for public law, and the Bill on confirming the agreement between the governments of Serbia and Montenegro on transport of passengers and goods by international road transport.
At its session today the government also adopted decisions on the formation of the Council for gender equality and the Commission for standardisation of geographic names, as well as decisions on assigning pecuniary awards to members of national teams who won medals at international championships.
