Minister Stojkovic greeted participants in the debate, which was organised by the Serbian Ministry of Justice and the OSCE Mission to Serbia-Montenegro and held at the Sava Centre. He said that the general provisions of the Penal Code introduce new penalties, that provisions on fines have been altered and the institutes of rehabilitation and extended crime introduced.
The special part of the Penal Code introduces new criminal offences, namely the breach of copyright and patent rights and penalties for violating environmental protection regulations. Another new item is the introduction of the command responsibility provisions in domestic legislation, in line with the Rome Statute which was ratified by Serbia-Montenegro.
The public debate gathered Ministry of Justice representatives, members of a working group which prepared the law, Supreme Court of Serbia representatives, the president of the Higher Commercial Court, the Serbian Public Prosecutor and the Public Attorney, presidents of all district courts and prosecutor's offices in Serbia, members of the Serbian parliament's Legislative Committee and the Committee on Justice and Administration, representatives of the OSCE, the Council of Europe, the US Embassy in Belgrade, the USAID, the Serbian Bar Chamber, the Serbian Judges Association and non-governmental organisations.
