Serbian Minister of Capital Investment Velimir Ilic said that a Serbia-Montenegrin delegation, which is attending a conference of the Stability Pact for Southeastern Europe and the UN Habitat in Vienna, yesterday signed a Memorandum which guarantees the respect for the private property of refugees and expelled persons.

Ilic told the Tanjug news agency that the Memorandum is a good platform which will guarantee that the issues of property, legalisation and the return of property to refugees and the expelled will be seriously considered.
Ilic said that at the conference that it is necessary to indemnify those who were forced to leave their homes by giving them back their property, because those same people came to Serbia and built new homes off-hand, which is now the greatest problem in the process of legalisation.
The conference was attended by representatives of Serbia-Montenegro, Albania, Macedonia, Bosnia-Herzegovina and UNMIK. The keynote speeches at the conference were given by UN representative Erhard Busek and ministers of all participating countries.
The Serbia-Montenegrin delegation will stay in Vienna until Saturday to take part in the elaboration of the project and the declaration.
