Prior to the beginning of a public debate on the draft
national programme for Serbia’s EU integration, Djelic said that he is convinced that the future government, which will adopt this programme, will succeed in fully preparing Serbia for EU membership within four years.
He stressed that to date this document has been prepared by countries only after acquiring candidate status, as evidence that they are well prepared to begin negotiations on joining the EU, and by preparing the national programme Serbia has confirmed its plan to acquire candidate status by the end of the year, and begin negotiations on membership during the next year.
The Deputy Prime Minister recalled that the programme, on which work began six months ago, shows that Serbia’s administrative capacities are far more advanced than the country’s formal status in relations with the EU.
According to Djelic, the document has 1,000 pages and contains a detailed plan for fulfilling all EU membership criteria, from economic and political conditions, to the adoption of laws and the most detailed EU standards in trade, agriculture, environmental protection and infrastructure.
Djelic stressed that the national programme is based on consensus and all ministers and ministries worked on it, and announced that he will present the programme to European commissioners in
Brussels during the next three days, and ask for their recommendations to harmonise the document with EU standards.
Djelic said that agreement was reached at a meeting between the Nikola Tesla Airport management and Jat Airways to reduce the transfer taxes from the present €16.5 to €4 and that all airlines must implement this decision within 60 days at the latest.
He said that a session of the airport management board will be held via telephone today and according to international aviation norms such a decision must be implemented within 60 days.
According to Djelic, agreement was reached at the meeting on the introduction of an airport security tax which will contribute to the improvement of security conditions at the airport, but the exact amount of the tax is yet to be determined.
Djelic said that it was suggested that the tax should be €4.5 and added that the airport administration must submit accounts by June 11, and on June 12 the government will decide whether the tax should be lower or not.
Director of the EU Integration Office Tanja Miscevic said that following the debate on Serbia’s national programme for EU integration all comments will be processed and entered into the text of the programme, and the document will be submitted to the Serbian government at the beginning of September.
She said that she hopes that the new parliament will accept the programme as an element in its legislative activities during the next four years.
