In a letter addressed to Ruecker, Samardzic says that UNMIK is not able to organise and hold local elections for Serbs in Kosovo because last summer Ruecker made amendments to election regulations on the basis of Ahtisaari’s plan for the monitored independence of Kosovo, which was a violation of Security Council Resolution 1244 by UNMIK.
In order to organise and carry out local elections in Kosovo, Ruecker would have to adjust the legal regulation of Resolution 1244 with a new decree, which is not a realistic expectation.
Therefore, only Serbia and existing local Serbian authorities in the province can organise and carry out local elections in Kosovo.
To that aim, Samardzic is calling on Ruecker to call these elections, for which Serbia is fully ready in a technical and organisational sense, reads the letter.
