The agreement was signed by State Secretary at the Ministry of Economy and Regional Development Verica Kalanovic and vice president of the NALED managing board Toplica Spasojevic.
Kalanovic explained that the certificate will serve as proof that the municipalities which receive it offer the best services and information which facilitate starting a business and that they have well established procedures for obtaining licenses at a local level.
According to Kalanovic, there can be no economic development on a municipal level without investment in production, services, small and medium-sized enterprises and the creation of new jobs.
Kalanovic said that the ministry recognises the importance of developing the economic potential of municipalities and will develop them by focusing on three elements – building business infrastructure (industrial and technology parks and free zones), state subsidies to foreign investors who create new jobs, capacity building in local self-government.
Spasojevic said that certification of municipalities means that businesspeople can expect certain assistance and a partner relationship from the municipality when it comes to tasks and procedures which fall under the jurisdiction of the Republic's institutions.
According to him, the aim of this programme is to strengthen municipal capacities for attracting foreign investments and securing a stable business environment.
He stressed that this is a very complex job that cannot be done without cooperation from the Ministry of Economy and Regional Development
Spasojevic said that ten local administrations were analysed through this programme and that Kragujevac, Subotica, Loznica and Vranje are about to sign the certification agreements.
Economic and privatisation expert in Kragujevac Vlado Vuckovic said that this city was not attractive for investors until three years ago and noted that the city managed to take in nearly €15 million from land leases only last year.
He noted that there are opportunities to build 200,000 square metres of office space and for investments exceeding €150 million in Kragujevac.
