At the opening of an expert meeting themed “Primary Health Care Reform –Transformation of Diabetes Counselling” held at the Sava Centre, Milosavljevic said that this number of people engaged in primary health care is a powerful capacity even for countries larger than Serbia.
He recalled that by 2010, over €500 million will be invested in the health system in various ways and added that the aim of all activities is to improve the health of Serbian citizens.
According to Milosavljevic, one of the resource ministry’s strategic choices is to base primary health care on a doctor chosen by the patient who will be a kind of a “gate guardian” for higher levels of health care.
Milosavljevic announced that a new method of payment through capitation or head tax. According to this system, doctors in primary health care, that is, general practitioners, paediatricians and gynaecologists, will be paid according to the number of patients who chose them.
Another significant segment of primary health care reforms is the transformation of counselling offices in health centres and the introduction of new forms of organisation, such as preventive health care centres.
The meeting was organised by the Ministry of Health within the project “Support to Capitation Implementation in Primary Health Care in Serbia” financed by the EU through the European Agency for Reconstruction.
