At the opening of the international conference themed "Strategic Planning in Interior Ministry: challenges of organisational reform and human resource development ", Orasanin said that a strategic planning system is a basic precondition for an optimum and stable development of police in Serbia and added that the Interior Ministry should get such a model which will enable the widest possible communication at all levels in the police.
According to Orasanin, thanks to the implementation of strategic planning models, a balance will be created between available human resources and the increasing number of challenges to security.
The Ministry of Interior functions successfully with the current number of employees, though it stands at 60% to 80% of the capacity, said Orasanin and stressed that highly educated staff is always needed at the police.
Deputy Head of the OSCE Mission to Serbia Antony Pahigian recalled that the OSCE has a long and fruitful cooperation with the Interior Ministry and added it is logical that they jointly begin work on developing instruments for the improvement of strategic planning.
He explained that Serbia will thus get an opportunity to manage its organisational functions, human resources and means of work in a more efficient and successful way, as well as for a longer period of time.
Pahigian said that strategic planning in the public sector is a relatively new concept for states in the region and added that it is a complex field which implies maturity for decision-making and expert support in counselling.
He voiced pleasure that the Ministry of Interior is among the first institutions in Serbia to initiate this process and take steps towards its introduction in the everyday work.
Over 40 representatives of interior ministries and police services of EU countries, Serbia and its neighbouring countries, as well as representatives of government institutions in charge of strategic planning are taking part in the two-day conference, organised by the Ministry of Interior and the OSCE.
