Following talks with US Ambassador to Serbia Cameron Munter, Ljajic told the press that the ministry’s aim is to reduce the number of children in special homes and institutions, and place as many children as possible in a normal environment in foster or adoptive families.
He said that some of the special homes will be closed down, and others transformed so that the quality of services provided are in harmony with international standards.
The Minister said that he acquainted Munter with all activities and measures undertaken by Serbia in the area of social welfare reform and improvement of quality of services in special homes.
I am convinced that the situation which appeared following the publication of a
report by the organisation Mental Disability Rights International (MDRI) can be resolved by improving the quality of services in our institutions, said the Minister and added that he will continue to visit these institutions.
Munter said that the report mentions a number of positive elements in the system of social welfare for persons with special needs in Serbia, but serious concerns are also expressed, which Serbia should use as indicators for improving work in this area.
The report commends the work of employees throughout Serbia and mentions several organisations which help in this area, said the US Ambassador and stressed that legislation and the Serbian government are also praised which guarantee human rights protection and fight against discrimination.
