Tax revenues are planned at RSD 2,080 billion (an increase of RSD 126.6 billion), non-tax revenues at RSD 303.3 billion and donations at RSD 31.4 billion.
The proposed budget also envisages total expenditures and outlays amounting to RSD 2,751.7 billion.
A fiscal deficit of 3% of GDP is projected.
This result will not affect the established trajectory of reducing public debt as a share of GDP, which is forecast at 44.5% in 2026.
The projected GDP growth rate for 2026 is 3% (with expansion of 5% expected in 2027 and 3.5% in 2028).
The government also adopted a series of decisions granting consent to financial plans for 2026.
At the session, the government adopted the Bill Amending the Law on Establishing a Guarantee Scheme and Subsidizing Part of the Interest as a Measure to Support Young People in Purchasing Their First Residential Property, which increases the funds for this purpose by an additional €200 million, bringing the total amount of loans covered by guarantees to €600 million.
The cabinet also adopted the Bill Amending and Supplementing the Law on Factoring, as well as the Bill on the Tax on the Import of Carbon-Intensive Products, introducing a tax on the import of carbon-intensive products – iron and steel, cement, fertilisers and aluminium – in order to ensure equal market conditions for domestic producers and importers of these products and to encourage the reduction of greenhouse gas emissions, in line with EU practice and the Carbon Border Adjustment Mechanism (CBAM).
The session also adopted the Bill on the Tax on Greenhouse Gas Emissions, the Bill on the Exchange of Data, Documents and Notifications in Cases of Temporary Incapacity for Work through the “e-Sick Leave–Employer” Software Solution, the Bill on Official Controls and the Bill on Organic Production.
At the session, the government adopted the Decree on the Proclamation of the Zlatar Special Nature Reserve, covering around 8,000 hectares of rich forest ecosystems – spruce, fir and beech forests – with numerous endemic species and valuable habitats.
