At today’s session, the Government of the Republic of Serbia adopted the Bill amending the 2026 Budget Law, which, among other matters, provides for the implementation of citizen support programmes and continued investment in capital projects.
Under the 2026 budget revision bill, total revenues and receipts are planned at RSD 2,527.15 billion, an increase of RSD 112.45 billion.
On the revenue side, tax revenues are projected at RSD 2,108.3 billion, while non-tax revenues are planned at RSD 382.9 billion. In the overall revenue structure, tax revenues account for 83.4%, non-tax revenues for 15.2%, and donations for 1.4%.
Gross domestic product growth for 2026 is projected at 3.3%, with GDP expected to reach €95.3 billion in absolute terms this year.
Public debt is projected at 43.8% of GDP at the central government level at the end of 2026, and 44.2% at the general government level.
More favourable price trends since the beginning of the year have created room for a slight downward revision of the average inflation forecast for 2026 to 3.4%.
At the session, the government also adopted the Bill on Mitigating the Consequences of the Energy Crisis and Rising Living Costs for Certain Population Groups through One-off Financial Support and a One-off Cash Payment, providing one-off financial assistance to certain categories of the population, as well as a one-off cash payment to adult citizens.
Recipients of pension and disability insurance benefits will receive financial support of RSD 35,000 if their August 2026 pension amounts to up to RSD 31,092.11; RSD 27,500 if their August 2026 pension is between RSD 31,092.12 and RSD 56,822; and RSD 20,000 if their August 2026 pension exceeds RSD 56,822.
Financial support of RSD 25,000 will be paid to child allowance recipients, beneficiaries of social assistance and recipients of veterans’ allowances, while veterans who do not receive a veterans’ allowance will receive RSD 10,000.
At the same time, the bill explicitly introduces entitlement to a one-off cash payment of RSD 6,000 for all citizens who, for any reason, did not acquire beneficiary status under the regulations governing free shares.
The government also adopted the Decision on the Minimum Wage for the January-December 2027 period, under which the minimum hourly wage, excluding taxes and mandatory social insurance contributions, will amount to RSD 405 per hour, representing an increase of 9.2%. As a result, the minimum monthly wage will amount to RSD 70,470, or approximately €600.
The government members also adopted the Bill amending the Law on Churches and Religious Communities, which enables the institutional expansion of the activities of churches and religious communities at all levels of education and their integration into the unified education system.
